If you are a student trying to go abroad for studies, or a skilled worker with a valid visa but no cash for the flight ticket, the Punjab Government’s latest scheme is for you. This week, Punjab government officially launched the Parwaz Card (often called the Parwaan Scheme). Unlike the Laptop Scheme or the Bike Scheme, this one is different. It is a “Travel & Logistics Loan” designed to help young Pakistanis legally leave the country for work or education.
But as always, the internet is full of fake links and “agents” asking for money. Here is the official, verified process on how to apply for the Parwaz Card in January 2026.
What is the Parwaz Card?
It is a credit facility (soft loan) of up to PKR 300,000.
- Purpose: To be used only for purchasing air tickets, paying visa protection fees, or initial settlement costs abroad.
- Repayment: Interest-free for 1 year. Repayment starts after you land the job or start the semester.
Step 1: Check Your Eligibility
Before you open the portal, make sure you fit the criteria. The system rejects 40% of applicants instantly because of these errors.
- Age: 18 to 35 years.
- Domicile: Punjab (Must be verified on CNIC).
- Status: You must have a Valid Offer Letter (for students) or a Valid Work Visa/Contract (for workers).
- Note: You cannot apply if you are just “planning” to go. You need the visa/offer in hand.
Step 2: The Documents You Need (Scan These First)
Don’t start the application until you have clear PDFs of:
- CNIC (Front & Back).
- Passport (First page).
- The Visa / University Acceptance Letter.
- An Affidavit (Halaf Nama) on PKR 100 stamp paper stating you will repay the loan.
- Two Guarantors (One must be a blood relative).
Step 3: The Online Application (Do Not Go to a Bank Yet)
The Bank of Punjab (BOP) is the partner, but they will not accept physical forms initially.
- Go to the official portal:
portal.punjab.gov.pk/parwaz(Make sure it is .gov.pk). - Create an account using your CNIC.
- Upload the documents.
- Important: In the “Loan Utilization” section, select “Air Ticket” or “Visa Fee.” Do not select “Cash,” as cash requests are being rejected to prevent fraud.
Step 4: The Interview & Card Issuance
Once you submit, you will get an SMS within 7 days.
- If approved, you will be called to the nearest BOP branch for biometric verification.
- The “Parwaz Card” (which functions like a pre-loaded Debit Card) will be issued to you within 48 hours.
- Pro Tip: You can use this card directly at PIA, Qatar Airways, or Emirates counters in Lahore/Islamabad.
WARNING: The “Agent Mafia” Scam
Please read this carefully. There is NO “processing fee” to apply. If a guy on Facebook says, “Send me 5,000 rupees and I will guarantee your Parwaz Card,” he is scamming you. The government portal is free. The only money you spend is on the stamp paper for the affidavit.
Verdict
For thousands of skilled workers who have a visa but are stuck because they can’t afford a PKR 250,000 ticket to Dubai or Riyadh, this is a lifesaver. Just make sure your papers are genuine. The government is cross-referencing everything with the FIA passport database.
