For thousands of young Pakistanis, securing an overseas job offer is only half the battle. The real hurdle is often the massive upfront cost required before they even board a plane—expenses for visas, medical tests, skills verification, and air tickets can easily run into hundreds of thousands of rupees. To address this financial barrier, Chief Minister of Punjab recently inaugurated the Parwaaz Card, and Parwaaz Portal, a digital initiative launched by the Punjab Skills Development Fund (PSDF). The program aims to streamline overseas employment and provide direct financial relief to outgoing workers.

The standout feature of the Parwaaz initiative is its financial support system. The portal acts as a bridge between job seekers and licensed Overseas Employment Promoters (OEPs).
If a candidate secures a verified overseas job offer through the platform, they become eligible to apply for the Parwaaz Card. This card provides an interest-free loan specifically designed to cover all pre-departure expenses. The entire application and tracking process is fully digital, and the loan can be repaid in easy monthly installments once the worker begins earning abroad.
This is a massive relief for lower-income families who previously had to rely on exploitative loan sharks or sell off household assets just to fund a family member’s ticket to the Gulf.
2. A Reality Check on the Job Listings
While the initiative is a fantastic step forward, it is important to manage expectations regarding the types of employment available. The portal is not geared toward white-collar professionals, tech engineers, or corporate executives.
A quick browse through the current verified job listings reveals that the vast majority of opportunities are strictly for blue-collar, unskilled, and semi-skilled labor.
- Current Openings: The heavy volume of listings includes positions for helpers, loading/unloading workers, tile setters, light vehicle drivers, and sewing machine operators.
- Destinations: The jobs are heavily concentrated in Saudi Arabia and the United Arab Emirates, with occasional listings for factory work in countries like Kyrgyzstan.
3. How to Apply
The portal separates its user base into two categories: the Job Seeker (looking to browse and apply for current openings) and the Job Holder (someone who already has an offer letter but needs the loan to facilitate their departure). Applicants can log in using their CNIC, create a profile, and begin applying directly to licensed OEPs who are legally compliant with the government framework.

The Parwaaz Card is a highly pragmatic initiative by the Punjab Government. By eliminating the upfront financial panic associated with moving abroad, it provides a much safer, regulated pathway for the province’s working class. While the jobs listed are primarily for helpers and laborers, this demographic has historically been the most vulnerable to financial exploitation during the immigration process—and this portal offers them a vital safety net.
